Summary:
Under the direction of the Director of Human Resources, the Human Resources Generalist is responsible for personnel office management; provider recruitment, screening and orientation; employee relations; employee training; compliance with State Licensing and Certification Rules and Regulations, with Federal Rules and Regulations, and with Joint Commission on Accreditation of Health Care Organization (JCAHO) standards; with current labor laws, processes workers compensation, unemployment and risk management reports with the Human Resources Director or in the absence of the Human Resources Director, represents the Agency at personnel hearings, and is the liaison between Agency and labor attorneys and consultants as assigned, and prepares narrative and statistical reports.
DUTIES AND RESPONSIBILITIES:
- Responsible for recruitment and administrative orientation of providers.
- Responsible for processing new hires, separation and reclassifications, updating employee information in the performance module, and other related documents.
- Responsible for audit compliance, including The Joint Commission survey. Coordinates and consults with the Executive Assistant to ensure files for providers and licensed staff are current and licenses are up to date.
- Responsible for assisting with assessing training needs and conducting employee and management training as needed.
- Manages the development, implementation, upgrading, and maintenance of all HR modules, interfaces, and day-to-day Human Resources Information System (HRIS) support activities.
- Serves as lead functional representative on all HRIS design and implementation activities.
- Assists in developing and maintaining the agency’s affirmative action program including updating the plan and filing EEO-1 and Vets-4212 reports annually.
- Responsible for interfacing with managers and coordinating staff development, keeps abreast of current labor laws, and keeps management updated on current labor laws and other related regulations, assures compliance with these laws and regulations.
- Responsible for maintaining organized and updated personnel files, consistent with the personnel file content criteria and labor law requirements, assures personnel evaluations, employee health screens and other required documents are current.
- Responsible for assisting in the development and updating of personnel policy and procedures, employee handbooks, maintains handbook and personnel documentation logs.
- Responsible for keeping abreast of and for updating on Workers Compensation; acts as a liaison between the Workers Compensation Representative and Agency; keeps abreast on unemployment regulations with the Human Resources as assigned or in the absence of the Human Resources Director; represents the Agency at hearings as assigned, prepares and processes Human Resources risk management incident reports and claims; implements risk management measures to minimize agency risk exposure.
- Responsible with the Human Resources Director for assuring that Joint Commission on Accreditation of Health Care Organization and HIPPA standards pertaining to Human Resources are in compliance; actively participates in the Improving Organization Performance Program, assures corporate compliance pertaining to Human Resources.
- Responsible for preparing monthly narrative and statistical reports.
- Responsible with the Human Resources Director for keeping updated and informed on current labor law, all Human Resources aspects, and responsible for keeping the Human Resources Director informed and updated of on all situation(s) that warrant the Human Resources Directors attention, and for updating and informing the CEO in the Human Resources absence.
REQUIREMENTS:
- Bachelor degree in business with emphasis on Human Resources or related degree, and two years Human Resources experience, or 4 years of current Human Resources experience with Human Resources certification.
- Knowledge of current state and federal labor.
- Knowledgeable of Joint Commission on Accreditation of Health Care Organization (JCAHO) standards, and State Department of Health Licensing and Certification Rules and Regulations, and Federal Department of Health and Human Services regulation pertaining to personnel.
- Knowledge of Workers Compensation, General Liability, Director and Officers and Risk Management.
- Excellent oral and written communication skills and interpersonal skills.
- Ability to maintain confidentiality.
- Strong organization skills and ability to prioritize and handle multiple tasks within timelines in a fast paced office setting.
- Strong computer skills: Advanced knowledge of Word, Excel, Access, and (Intermediate) PowerPoint.
- Ability to type 65 words per minute.
- Bilingual English/Spanish.
- Ability to work well with others in a professional manner within a team oriented environment.
